Hikage... Well, she's definitely the most mysterious one of the main 20. Why is she the most mysterious? Well, lets begin with her backstory.
Before enrolling in Hebijo, Hikage used to live in an orphanage. What ever happened to her birth parents? It hasn't been explained at the moment. Anyways, while she was at the orphanage, she was always picked for being weird due to not being able to express emotions. At some point though, grew tired of living at the orphanage and decided to live on her own outside. Eventually though, she came across a biker gang and became part of it. She learned how to live like them and she also looked up to the leader of the gang, Hinata. Sadly, one day, everyone in the gang, except for Hikage, was killed by something or someone. Shocked by this, Hikage shed tears, tears she doesn't understand. Due to wanting to remember Hinata, she took Hinata's signature knife and kept it with her at all times. The knife you see Hikage fight with is actually Hinata's. Hikage continues to live on her own, until one day she decides to enroll at Hebijo. It was never explained how she found out about Hebijo and why she decided to enroll in it sadly.
Moving forward to the games' story, as the story unfolds in Burst, Hikage slowly starts developing emotions little by little, such as learning about excitement from going all out in fights with the help of Katsuragi and learning about death from someone close to you when she thought Mirai was dead in the alley when in actuality, Mirai was playing dead since she didn't want to be found by anyone. In SV, Hikage's gained a bit more emotions with a little bit of help from Haruka when Haruka tries helping Hikage by taking this medicine she made to help bring out Hikage's emotions, but then Hikage thought that it would be a better idea to just develop emotions on her own after the medicine worn off and that people, especially Katsuragi, thought it was too weird to see Hikage all cheery and happy. At some point in the story, it was revealed that Hikage can unintentionally bring bad luck to Imu since a lot of bad things happened to her when Hikage was still enrolled in Hebijo with Imu. Since both SK2 and EV hasn't been translated in English yet, I'm not sure if Hikage develops further in both titles.
In terms of personality, since Hikage doesn't have a lot of emotions, she unpredictable all the time. However, she does care about her friends deeply. Besides being unpredictable, Hikage developed a liking of making Takoyaki at some point in SV. Sadly I forgot the reason why.
Overall, Hikage is a fun, likeable, and unpredictable character. You'll most likely won't get enough of her and how she thinks in situations. lol
