Its a tough competition but I have to say Asuka just because shes so sweet, innocent and kind, also the moments with her and Katsuragi make me smile.
Going off just looks though I would say Ikaruga but looks are't everything and besides all the girls look great.

Onto the reason for Homura...
For me, I think it comes down to design and character. The attitude, the smirk the aggressive intense eye and lust for power and conflict. She's very dynamic and she has a distinct weapon set of the swords between fingers (how insanely strong must her grip be??) is a great touch. She was the most memorable from day 1 and continues to be.
