Nope Sega actually has nothing to do with HDN anymore past minimal involvement in the first game(the licences for gold age games like golden axe and shinobi), outside of that, they don't own anything from Idea Factory/Compile Heart's IP.
The only way Atlus-chan is going to be in the game is if they collaborate with Compa, that's how it works.

Despite popular belief, it's developers/publisher who ask to be featured in Neptunia. Keji Inafune is a prime example in this, same with Harada-san from Tekken Fame, They really like the series and wanted to be involved in those games which is why they are in Mk.2, Victory, etc.
As CC2(cyberConnect2) put it, it's a honor to have a personification represent our company~

That reminds me, they made a Capcom Chan as tried to make a deal with them, but they never got a response. I do hope it doesn't happen with Atlus, if they decide to make a deal with them.

I want Neptune as DLC for Fairy Fencer f, it would be.....expected since they did that with Mugen Souls as well~ haha

Either as a cameo battle like in the Tales of games, or as a costume.

In FFF, they could make her a DLC character in full since the game has a evolved battle system based of Nep V, they could seriously be somewhat lazy about it and drop her in the game and still get downloads. The game also has a transformation mechanic so she can go into her CPU form as well, and Super Attacks are similar to EXE.drive so not too hard adding in a few new animations for the aerial rush attacks balance her damage output and skill functions.
Basically what Im saying, Nep could totally work in Fairy Fencer without breaking the atmosphere of the game, plus it wouldn't be too hard to explain since Neptune has traveled through different dimensions and universes before.

She then starts using her weird but awesome vocab and they fight for some reason. She loses and offers to join the party that's how it would play out lol.
