It seems like Re:Birth 1 take place after Victory but in a different dimension. All V's makers knows the Re:Birth cast very well. Like, MAGES calling Noire her assistant when they first met. Not really...it's more like a reference or homage to people who played victory. Using your example would imply that Mk.2 runs in the same continuity....which means that 5bp. and the other makers existed prior to that game...which would create a paradox because MAGES. knows Neptune through Ultra-dimension, not through Hyperdimension in Victory. This too would be inconsistent with Falcom as well since Mk.2 was the first time they met said Maker...Re;birth they meet Falcom when shes much younger that and will create a paradox to when Nepgear meets her in Mk.2. That is of course if Mk.2 and Victory are in the same continuity with re;birth.
I think Re;birth is the start of a new line of continuity using the first game as a base, which is why they need to remake mk.2 after this game as it wouldn't make any sense. In theory, the Re;births "could" potentially tie-in with victory continuity or for all intended purposes not fall in that games continuity at all. It would make more sense to me that Re;birth is another dimension of Hyperdimension in which different events happened from the original HDN. *//* end of timeline/continuity Hyperdimension Neptunia ...> // Mk.2 ....> Victory....> // PP...> // Re;birth...> Re;birth 2....> Norie?...> // Anime....> // Manga(s)/Light Novel...> // Looking at it like this....makes HDN seem like Black Rock Shooter(BRS) in terms of things.

Actually, this is how it goes: HDN Original (PS3) is pretty much gone. And then there's MK2 and V which both takes place in the same dimension. The V Makers came from the same world of MK2/V. They know that the Neptune in Re;Birth 1 isn't the Neptune they know in the MK2/V dimension, which means Re;Birth 1 most likely takes place after V. It's obvious that Re;Birth 2 is going to take place after Re;Birth 1, where we'll probably get to see the makers that we saw in MK2 or maybe new makers. As for Noire's game, we need more info to decide when does it takes place. Idol PP takes place in a different dimension as stated by the creator. The anime definitely takes places in a different dimension as well. Same for those light novels/manga maybe.

Again, it doesn't seem likely that Mk.2-Victory is in the same timeline as Re;birth...it would make no logical sense because rebirth is a origin story and characters are indeed meeting for the first time.
Neptune herself is the only character potentially that could be exempt from this clause because that is one of the many inside jokes of her breaking the 4th wall to the player...outside of that there is no logical reason for Mk.2 and Victory to be in the same continuity even if they share the same DLC makers. Storyline wise the DLC characters in Victory are not even canon so this more so reinforces the fact that Re;birth is the first time the cast meets said makers. This in term will also reset Falcom as her old continuity from Mk.2-Victory will not affect the new continuity in Re;birth to Re;birth 2. ie. new Falcom will grow into Mk.2 design Falcom as unlike CPU's Makers are humans who do age with time.

A teaser page is up for Chou Ji Jigen Game Neptune Re; Birth 2 SISTERS GENERATION, which is due out in Japan for Vita on the 20th of March 2014. Details are still a bit thin on the ground, but it will let you play as the four Oracles from Mk2. Also, NISA will be uploading Victory for PS3 to the North American and European PlayStation Stores later this month. No updates on Noire's game just yet.
