When Namco Bandai was still making Tales games for the PS2, there were these costumes that we can unlock by doing side quests. Today, the only way to get costumes is through DLC, which I find stupid.

Do they cut the costumes out, or lock them to the disc? If you look at it this way, they're adding more content without having to release an entirly new version of the game. Think if this was still the PS2 era, would Namco be able to add as many costumes as they could now?

Man you funny....none of these guys done DLC right.
Namco: Do you pay attention to Tales of DLC? paying for level ups and $3-5 per costume? Look at Tales of Vesperia(360 or PS3) and Look at Tales of Graces f or Xillia and tell me which milked DLC. Lets not get on Ridge Racer Vita...that would be "going too far".
Ubisoft: Hell no, these guys who preach online passes, season passes, and wonky pre-order bonuses been sticking to their roots? What about that Rayman legends fiasco? There are many more reasons but these are some of the more obvious.
Atlus: You mean that expensive SMT:IV DLC? oh my mistake lets remember Persona 4 Arena having the exact same pricing model as Blazblue, Charging for Colors and Glasses/Shades add-on costumes for characters? Lolz. Lets not forget they'll start charging for system voices in Dragon's crown soon(yeah it's free now but....the fact they will ever charge for it is....just yeah...)
Sega: The Last Company that should be on this list. Sega has Milked Sonic and "Selected" golden age franchises to death but refuse to localize any new games in the Shinning Series and be VERY SELECTIVE about Phantasy Star(which people are still pissed about PSO2 delay), and even Miku games because the abysmal marketing effort they had done for Project Diva(Toyota Marketed Miku better than they did). But their DLC efforts for the games they actually release are just as shoddy. As much as I love Virtua Fighter, having to buy the costumes for each character($15 base game or $30 with all costumes) for Final Showdown was so ratcheted. Especially since VF5 vanilla came with a boatload of unlockables. Oh yeah.....Valkyria Chronicles....way to let that one go Sega.
I think Compile Heart does it sorta well too. All of that DLC is mostly extra weapons, money, costumes, quests, and characters.
Complile Heart suffers from NIS DLC marketing syndrome which in reality is pretty bad but Nep fan's kinda turned a blind eye to it because we like the series and or not going to complain about getting content for a niche JRPG(yeah tough situation).
It doesn't mean we shouldn't talk about it though. Nep 1's total DLC cost was over $100....similar to Disgaea 3 Before the consolidated $50 package. Consequent Nep Releases have similar pricing structures, Gust and NIS games are just as bad in this regard too. Love the games, hate the crapton of DLC that is cut to make profit. Complie Heart makes games on a pinnies and dimes budget, Fair Fencer f is their First "bigger" budget game but it will sell we due to the hype(Neptunia, Earthbound Papas, Yoshitaka Amano) and DLC will fund the next Nep Project(Noire's game).

Publishers have the say so to DLC and how that's handled, not really the developers issue. ASW was the developer, not the publisher. Atlus let that happen as much as ASW did it for blazblue...mind you Guilty Gear Colors are(mostly) still free to this day.
On the DLC issue I think much of it has to do with differing business models and evaluating value over time.
For example, if you offer quality DLC at reasonable prices not only do more people buy it, they hold onto the original game (meaning less used copies on the market) and more likely to buy next iteration.
You may not be a fan of their games, but Rockstar does a great job at keeping their games relevant months and months after release (looking at GTA and RDR).
Many of the issues the game industry faces are dealing with are managed by punishing people (register! be online! restrictions!) rather than making the alternatives less attractive. Incentivize people to buy your game new, buy it early and hold onto it. Don't punish everyone because some people pirate or buy used.

I agree with this, Rockstar did do DLC very well(GTA4 especially).
