I think they did that so they wouldn't have to localize anymore(Project Diva didn't do so well) so Miku is most likely a Japan only thing now since America proved to not really care about Miku.
Several reasons to why that is....but Sega doesn't really care, like most publishers, they care about the bottom dollar and what franchises make them money, apparently Miku doesn't turn a large profit so they will stick to what does in the west...........Sonic games.
Shinning Series, Phantasy Star and other Sega franchises will have to either wait or not get localized due to "our" market.
