XSEED staff comments on the story and its focus:
Burst is definitely more about the characters than anything. It's high on character development, less on gameplay (though it's solid). There is an overarching story, but it's character driven and definitely has serious moments, with Kiriya's stories being the most saddening to me; was super glad they didn't ignore the one major male character the game has or make him a pervert - he's about the furthest thing from a pervert there is.
Skirting Shadows is, outside of gameplay, nearly free of fanservice, even. You have the dressing room, but the story only has a couple of innuendos here and there and Katsuragi being Katsuragi. Crimson Girls does turn up the fanservice, but it is, again, mostly about the girls.
It's not a mindblowing story, like, it's a Good versus Evil story and learning that there's an actual gray area in-between, but I really like how it was done. You get a chance to know everyone's thoughts on what it is to be a shinobi, or rather, what being a shinobi means to them on a personal level. Some stories are happy, some are downright heartbreaking (again, Kiriya's comes to mind). What's nice about Burst is that it explores the Hanzo side first, then the Hebijo side, so you can see that the 'evil shinobi' have reasons for choosing to be evil shinobi, and not 'ha ha ha! I'm evil to be evil!' They're young women at the end of the day, and while they take their duties very seriously, they each have a human perspective.
Technically you can play Hebijo first and Hanzo second, but I certainly couldn't recommend it. There's also plotpoints that are revealed closer to the end of the Hanzo story that are more apparent immediately in Hebijo. I would highly recommend Hanzo first.
