As far as I'm aware, it's basically a diminutive form of -chan. Like...to give a rough equivalent, using -chan would be kinda like calling someone named Jim, Jimmy. -chin, on the other hand, would be kinda like calling him Jimmikins.

It's just a nickname, more or less. There are actually quite a few other suffixes that get tossed around besides the usual -chan/-kun/-sama/-dono.
