Gameplay footage of Minori. For her ultimate ninpo, it involves riding inside a giant pastry like a wheel. Did she have that in SV, or is this one new? I still have yet to use her ultimate ninpo in SV, due to rarely getting the chance to do so with any character. Yes, that's the same attack in SV. If the problem is not having your health low enough, pressing the down arrow button will chip your own health away. Edit: (Ok, so that's twice in 3 minutes that I started a new page by quoting you. XD)

Minori... Well, I do like her as a character, but I don't find her pretty meh. Her backstory? Well... There's not much to go by sadly, but just like Yumi and the other Gessen Girls, her parents were killed at duty and then Kurokage decided to adopt her to help make her stronger. Kurokage also taught Minori about his ideals of wanting a world without evil, but eventually, Minori learned to follow her own ideals, just like the other Gessen girls. Besides that, Minori hasn't really developed much in the main story of SV. Minori likes to play a lot, so I guess it's implied that she played a lot with her parents before they were killed. Same for Kurokage before he got sick. Minori doesn't like fighting at all because she doesn't like losing people close to her, hence why she plays around with whoever she interacts with instead. In a way, I can understand how she feels, but at times, fighting is needed to help those that care about you and make them happy. Also, Kurokage is right that in a dark world, there has to be some light to cheer things up, hence why he doesn't want Minori to change who she is, which I can agree with. Living in a dark world can get pretty dull and boring. Anyways, it's possible that Minori developed in some shape or form in EV with the other Gessen Girls.
Onwards to her personality. Well, she's cheerful, energetic, but is very emotional at times, depending on the situation. I like that she is emotional since it shows that she's not all happy go lucky all the time.
Overall, Minori is a nice character. Even though I like her, I don't like her as much as some of the other characters in the series, but she is better than a few of them. If it weren't for her not wanting to fight people to prevent losing people close to her, she would have been with a few of them that I like but feel meh about them. lol

I do think her fighting style's one of the best in the whole series, which, just like with Shiki, complicates my opinion... The giant pancake of death, indeed, has something going for it, but I also LOVE the one triangle move in frantic mode, where her bucket becomes huge, she gets underneath it, and shoves people aside. I was yelling out of awesomeness when I saw that the first time!
