I think this would require a different company as i don't think this is something XSEED could do.
I think.

So, I haven't played New Wave for MONTHS, so I have a few questions now that I'm getting back into it.
For one: To fuse 2 cards together, do they have to be fully leveled? I know the old red/blue system is gone, but if I remember properly, you can up the stars by fusing. Do both cards have to be fully leveled? Can I do it with only one of them fully leveled? Or am I just crazy?
Also, I noticed one odd thing: Normally, using cards to train and level up a card takes a long time, and gives you very little in the way of points. Sometimes, however, I will be leveling a VERY high level card, and suddenly I hit max level, gaining upwards of 10-15 levels in one go. Is that a glitch, or is something going on?

They don't need to be leveled at all to fuse them. Since you will be using duplicates for this, the result will keep the higher level from the two used.
About the leveling thing... I honestly don't know. Early levels require less cards/point than later ones. That's all I can say.

Actually this got me thinking: Are you using training scrolls (or whatever their names are?) Some of them (green ones) give way too much exp. Also, you can randomly receive a 1.5 multiplier bonus while leveling cards normally. And a chance of free levels if you use higher than Normal cards.

I had used a gold scroll on one of them, but the others were just using N cards.

Sorry to double-post, but I had one more question:
Is there a limit to the amount of fusions a card can go through?

As far as I know, there isn't. I've seen 15+ star S Rare cards.
