its not too late. with DQX now on PS4, english on PS4 can happen, and the PS4 communities can make it happen if enough requests are sent out to SE.

can also send requests on their twitter

years ago fans requested, though they didnt grasp the right avenues to get most of the interest aware and motivated to contact SE.
but now people can get more people interested to send polite requests so a larger demand gets noticed. it can happen with enough people sending Square Enix requests for Dragon Quest X localization in North America and Europe.
the game is already ported to PS4, it's just a matter of localizing it.
fan demand made FF Type 0 not only get a port but also localization on consoles, DQX can get localized on PS4 in english, it just requires enough people asking Square Enix for it.
yea DQXI is coming in sept, but that is not DQX and lacks the character creation, diversity of races to play as, community co-op and tons of other things exclusive to DQX.
DQX is a one of a kind masterpiece that the NA and EU regions (and possibly other regions) deserve to be able to play too.
also, DQXI selling well could further encourage them to localize DQX afterwards. So it is important for the PS4 community (and even Switch community) to request localization in english from Square Enix. and it would be ok having DQX alongside FFXIV. the money DQX makes would still go to SE anyways. besides there are those that would subscribe to both FFXIV and DQX.
overall they should not underestimate the millions of PS4 owners that would play DQX, even if its like 200,000+ or 500,000+, that still accumulates profits over time.
Plus there can be cross promotion deals so even FFXIV fans would try out DQX. plus, as a last resort, they can make it buy 2 play with microtransactions on the side and can provide more as well. Perhaps even modify it for offline single player use (which is possible, people that play it confirm its more of a JRPG than mmorpg anyways, so its more adaptable for a JRPG remaster, than something like FFXI.)
overall it helps to be optimistic. so its really in the gaming communities hands whether enough demand convinces SE to localize it in english, or the west misses out on one of the greatest one of a kind games ever, with stories exclusive to DQX as well. So people interested can spread the word and motivate people to contact Square Enix about it.
also Im sure DQXI having a great reception and sales in the west can further strengthen even post DQXI launch DQX requests to have more weight to influencing SE's decision.
