I think they are to balance out things since you wont get CPU's until later.
Nep1 was notably stale on party members without other Maker characters(DLC) since your party size was 3...but that was the max# of frontline fighters back then.
I hope they keep the CPU battles 1 on 1.
and....this maybe a unpopular opinion....but I don't want Plutia in Re;birth.

not really hate, just strongly dislike. As I said before I don't believe shes the strongest CPU outside of Nep. That really makes no sense to me...especially since the other goddesses are way tougher than her in Nep1. (fighting Black Heart like 3 times before you get the key fragment...then once more Solo? with Infinite Slash being a 1Hit KO without being overleveled? lolz)
That and the issue with the other CPU's being morbidly afraid of her is also annoying since that ruins White Hearts character completely since she has a "take no shit" attitude, and should be the feared CPU once transformed. There are other reasons but you get the point....plus I want this Iffy to be all calm and calculated, not fearing for anytime pluita goes into HDD...

if any CPU needs Buff's it's Blanc/White Heart. From my experience, she always gets outclassed by each other CPU in area's where it matters.
Blanc always has high health/vitality but can't really do anything with it.
In Nep1 she had the lowest damaging SuperArt[Hard Break] but could be done 3 times in a single turn.
In Mk.2 Her break damage was good but was outclassed by Nepgear and Noire. Her crush properties were also limited.
In Victory her Vit is high and her Str is moderate but when it factors into her attacks, her break attacks are not better than Neptune's, Her Rush Attacks don't build more meter than Vert's and her Power Attacks are abysmal to Norie's. Her Buff's are Decent but Vert and Nep have better support skills. Her damage is also dependent on special skills [Break Damage Cap and Ignore Enemy Traits] which without makes her pointless to be on the frontlines outside of using alot of SP skills to pick up KO's.
Honestly out of all the CPU's in her HDD form she needs Berserk (increase AGI, STR, and VIT) for like 5 turns. That and make her physical attack damage higher, if not buff the damage modifier on her attacks because they are too low right now. Blanc also need to change her Element skills to physical because them being Magic...is only making them more useless, shes not a mixed attacker. a SP skill that boost VIT and MEN with a wide Range for all allies would help....alot.
