Hard to say in your situation but I want to help out so here goes!
Nep 1 is like $20(or less if you look hard enough). The battle mechanic isn't very good but that can be over looked as the game series through and through is funny. The first game is where all the inside jokes in the later installments start anyways so unless you played 1, you won't get those Nisa Jokes in Mk.2 for example.
Nep Re;birth 1 is going to be a Q1-2 release in 2014(we get a new Nep title every winter/spring it seems but NISA hasn't announced anything yet so......50/50) , your going to be doing some waiting. I will get re;birth but again, thats because im a Nep-Nep Addict(reference to the first game again XD), that and I want to see how they retcon the first game(if they do at all) for it to fit into Mk.2 and V continuity.
I think it's wise to get Nep 1 though if you like the series remotely because as so very Onion Knight this may sound, bearing through the first games mediocre combat is rewarding because you'll fall in love with the characters of said game series. I personally prefer the CPU's in Nep 1 than in later installments(except Nep because she doesn't change....which is a inside joke in it's self).
Sorry for going on like this, I just get this way when it comes to Neptunia...

These two points are the major factors as gameplay isn't too important to me (within reason) & my feeling towards the characters are a major importance which is something games seem to forget atm. Ok guess ill get the first then (already have mk2 & m-chan dlc and enjoyed the V demo which I played because of m-chan bringing it & this whole series to my attention, don't have V yet though lol) then get the VITA one 4th should I desire.

I got Nep 1 as a surprise birthday present and loved it ever since.
As far as DLC characters go, I feel that it's like this.
In Nep 1 Nisa and Gust are in the game but are unplayable without a battle ticket(their special abilities when join still work as you need Nisa to see Shares....which is Vital to getting the other Goddesses/CPU's during the late/end game).
If you like Nisa I would highly recommend getting her, Shes a better IF/Iffy since Iffy sucks in the first game. Gust isn't really good either so don't do what I did and buy her.
5pb. and RED are not in the games story but are DLC characters all the same, 5pb. is miles better than RED for the sole fact shes the only character in the entire game who has a healing skill(via attack action) making her VERY GOOD.
Mk.2 has Falcom and Cave, Both are good but Cave really stands out, her Magic/INT Stat is Very High and she has really good skills. Her only real problem is her HP which is on the low side and HP gear doesn't help because she needs high Tech(Evade) to Survive. Falcom on the otherhand is a good but with Nepgear being Very broken in Mk.2....you can honestly skip her if you don't have the $$$ to be spending.
Nep V is more or less a different ball game and I haven't bought everyone yet(Broccoli,CC2, and Falcom) but from the ones I did buy I can give you a run down on them.
MAGES. Where do I start.....she is every bit as funny as Steins;Gate and Robotics;Notes. In game though she is pretty strong but is very balanced. I say this because there isn't anything too good about the character, shes about average, however with that she can easily be a staple.
Marvy(MarvelousAQL) So the reason why everyone here is interested in this game. Now before I get to why I like her, Im going to say what I don't like....and that is her damage. It's not very good without putting in alot of work. Marvy's strength lies in her meter building and breaking skills, which can far outweigh high damage when 2 of the 4 girls are power houses(Noire in Nep V is stupid Broken). So you can't go in with the mindset of having Marvy as your "main" girl, it won't work too well. HOWEVER, she is a really balanced and great character for the reasons mentioned earlier, She is a decent support character too so she is very Viable to have as a main staple in the party. Also I don't want to spoil the SK exclusive jokes and stuff....thats all you gotta see when you play her. But...Futomaki is her healing skill XD
Tekken Is one of my Favorite girls in the DLC lineup but without going into too much detail....just know shes a real beast~

Sorry I failed you senpai. Random Trivia: In Nep V, Tekken-chan's Fujin Fist was actually suppose to be translated correctly but because NISA is unfamiliar wit Tekken, they left it as is. Fujin Translates to Wind God and the Tekken series main family the Mishima's Signature move is the Wind God Fist and the Just frame Electric Wind God Fist(EWGF).

Edit: When the anime completes it's 12 episode run I will do a in-depth review of the anime, I like what I've seen so far but i'll hold my criticism until i've seen the end, however with how things are going...I think I can see the end already.
I'll try to keep spoilers to a minim but somethings are just unavoidable...and alot of what I will be talking about will reference the games so if you had not played/beaten any of the games I highly suggest you not read it unless you just don't mind about heavy spoilers to all 3 games.

Actually...im dumbfounded to why I thought it was Gear. In fact that scene is most likely the very beginning of the game when she "descends" from Celestia and Compa finds her sticking up out the ground like a spear. My honest mistake guys....jumping the shark way too hard.) And will make good usage of spoiler tags then, your going to see alot of them ;__;
