I don't think it'll be financially wise to port it to a handheld console. My initial thoughts were it'd be exactly the same as Valkyria Chronicles Duel, a F2P card game in which you collect cards, pit your team of Valkyria Chronicles characters against other people's teams, level them up, rinse and repeat. Having played VC Duel, something like that just isn't suited to a handheld device, not at all. It's a browser/mobile game for a reason; cheap to make and profits come from in-game purchases from diehard fans willing to fork out for that rare card or an item.
It's like asking for those shitty Facebook games like farmville to get ported to a handheld, it's just not a good idea.

If this kind of game gets localized, I've no idea what the gaming industry is turning into. It's better for this to stay in Japan.

It cant look that bad, it looks pretty fun for a cell phone game and reminds me of Half Minute Hero. And games like this get put on the eshop in North America all the time.

It looks better than a lot of the non-vc stuff on the eshop in either Japan or North America.

I could imagine it being potential fodder for a PlayStation Mobile release (which, among other devices, would cover the Vita); but only if a version for the Japanese PSM market were done first. (And even then, would a company in a position to translate it into English want to go through the trouble?)

By the way, it's impossible to sign up if you don't live in Japan as you need an au/Docomo/Softbank email address to register for Gree, the service it's running on. So yeah, don't get too excited as this is even more region locked than the 3DS games (at least you can import a 3DS...). Aw...shame that.

Add some character articles to the wiki, it's starting to feel pretty empty over there. I threw a crapton of pictures on there to get people started. ;D

Game seems to be based on the Yin, Yang and Senran system. no telling what beats what but if there is 30 characters thats 3 cards each plus those diffrent effect cards.

You know, it occurred to me that, if they wanted to, they could make the MarvelousAQL mascot character coming out for Neptunia V into a bonus card for New Wave; she wouldn't need to worry about existing in-universe if she was treated as an optional extra. Since she's quite SK-ey in her design, it would be a way to complete the circle.

She should also be in Shinovi Versus as DLC.
Off topic: I also want to take Broccoli's mascot home, she's beyond adorable.

Yeah those chakrams are based off Oichi's, too bad we can't get a good battle comparison of how they work unless Ashiya was DLC in Shinovi Versus.
